When the centre piece is placed right side up,the mat can rotate 360 degrees. It is used for cutting quilting fabric, paper projects. Also use for projects where turning is necessary and also pottery if you are so inclined
If you flip the centre piece over the craft mat (upper layer) will then become stabilized.
The base mat is designed to prevent slipping and will not rotate with the cutting mat.
